These institutions (now) are not the vehicles of the will of the people. Corporate ethics, the charter, does not allow representatives of the party (for example, «ER») to vote on any issue of arrangement of the country other than consolidated. So, it is necessary to have a System in which some trained, enterprising and respectable representatives of the nation monitor the cash flows of the state budget, the activities of functionaries, collect all the data about them, and, relying on numerous, close-knit Soviets, have the opportunity to apply a reasonable Force.
