Казалось бы, чрезвычайная ситуация должна была бы заставить государства-члены осознать необходимость распределения ответственности, независимо от географического положения страны. Вместо этого они ответили восстановлением пограничного контроля с эффектом домино, что привело к появлению «козла отпущения» в лице Греции. Институты ЕС, в свою очередь, требуют соблюдения принципов Дублинской системы, что напоминает путешествие по замкнутому кругу. Таким образом, миграционный кризис выявил целый ряд внутренних проблем политического, институционального и социального характера в Евросоюзе, которые предстоит решать как в кратко-, так и в долгосрочной перспективе.
